Balcia conducted a survey with 500 Latvian residents aged 15 to 60 to explore helmet usage habits. The findings are eye-opening: while 55% of people believe that helmets should be mandatory for all cyclists and scooter riders, 39% admitted they never wear helmets themselves. This reveals an interesting gap between understanding the importance of helmets and actual helmet usage.
Key findings from the survey
- Helmet Usage Rates: Only 10% of respondents always wear a helmet when riding, 8% wear them often, 7% sometimes, and 5% very rarely. Meanwhile, 39% never wear a helmet, and 31% don’t use bicycles or scooters at all.
- Age and Helmet Use: Younger people are least likely to wear helmets, while those in their fifties are more consistent in using them.
- Gender Differences: Men are more active cyclists and scooter riders, with only 23% not using these modes of transport, compared to 38% of women. However, men are also more likely to ride without a helmet, with 43% of men never wearing a helmet compared to 36% of women.
Why wearing a helmet matters

Helmet laws and public opinion
As of April 1st, new road traffic regulations in Latvia require children under 17 to wear helmets on e-scooters and children under 16 on bicycles. While helmets are mandatory for minors, many believe they should be required for all riders. Our survey shows that 55% of people think helmets should be mandatory for everyone.

Despite the fact that many people don’t wear helmets, only 9% of our respondents believe they shouldn’t be mandatory. “People understand the importance of helmets for safety but often neglect their own safety,” says Dāvids. “Wearing a helmet, following safety rules, and having insurance are simple ways to protect yourself.”
